Large tempe file in LocalService directory??

This has been going on and its got me scratching my head. User calls and says they are receiving no hard disk space left messages. In the path C:\Documents and Settings\LocalService\Local Settings\Temp there is a file that I have seen be the entire size of the hard drive. The last one I removed was 34GB on a 40GB hard drive. Does anyone have an idea what may be causing this. We run Symantec AV and Webroot spy sweeper. I have even ran another AV scan on a pc with the file and have come up with nothing. The file is in this format GLC56D.tmp.

Thanks for light you may be able to shed on this.
