Laptop Pad Lock Key on at bootup everytime

I have a Gateway Solo laptop running XP SP-1. Each time you boot up the Pad Lock (turns part of the regular keyboard into a number pad) key is on. This started a few weeks ago and happens even if it is off when the machine is shut down. Once booted it can be turned off in the normal fashion. I have looked in the BIOS and control panel and have found nothing that might cause this.

Any ideas?
