Laplink host shut down

I have Laplink host installed on a pc with win98 2nd edt. Laplink is password protected to prevent user to shut.
Every time a user try to close their session and start another one, change users, (start/end session), laplink ask them for a security password. The only way to change users is re-booting the pc.
There is a way to change users without re-boot the pc?

When i try to logoff a user, laplink ask for the correct password to shutdown laplink host.
