Language & Character Set

I have created an oracle 8i database on solaris 8.
The users need to work with character sets in polish and german. There may be other languages in the future.
What character set will i need to alter the database to.
The users mentioned UTF-16. What is the exact command to change the characterset.
ALTER DATABASE CHARACTERSET UTF-16;?
