Either the Nortel 4500 or 5500 series switches will do layer 3 and POE in some models.
You'll get layer 3 functionality with static routing only in the 4500's. 5500's are gigabit and do layer 3 and also support dynamic routing. 4500's come in both gigabit and 100MB flavors.
It all depends on what your needs are, but either of those models should do well.

I heard that the standard switch for Nortel PBX CS1000 is LAYER2.
