L2TP/IPSec demo or basic code for client

I am currently using Delphi 7. Could anyone please point me to a demo (with source code) for a fairly basic VPN tunneler client using L2TP/IPSec? I have hit a blank wall. There is a client on the internet from Microsoft but I need to write my own.
