Why is that when you turn computer off or restart it, you hear that cliking sound just before it turns off?

Could be a variety of things...

Some PSUs contain a relay which is activated once startup voltages are deemed correct. Could produce a click when released at switch off.

The heads in the hard drive may make a discernable noise when drive spindle has reached working rpm. May also "click" when being parked at shutdown.

Some monitors also have a relay which could make an audible sound when starting up. Also, the auto-degauss circuit may produce a "clonk" at startup.

Usually this sound is not anything to be concerned about unless it is accompanied by a burning smell, smoke, or a fireworks display within the PC! [smile]
