Kick highest usage user when lines get full?

Hi all!
I am a netadmin at a local ISP. I am trying to deal with busy signals and people breaking our "Unlimited attended" policy.

Does anyone know of a software that will kick the highest usage user when my lines get to lets say 99% full?

Example: I have 48 modem lines on a AS5300. I work off a 5:1 line to customer ratio. I want this software to kick the person who has been on the longest, if my lines full gets to 47.

This will allow the next person to get online withouth a busy signal. If that person who got kicked off was really there, they will dial up again, and kick the next highest person.

This will keep happening until someone gets kicked off, who isn't really at their computer.

The closest thing I have found so far is maxstat.
