Keyboard problem Dell B110

Anyone have a quick answer on this?
Dell dimension B110: Either with a ps2 or a usb keyboard any typing is slow, really slow, you must hold a key down for at least one second before it will appear as type. This is using notepad, Word, Open office or email. I am doing this repair for a church and they must have it in the morning.
I have checked the keyboard settings & they are normal.
