Keyboard does not respond in start up mode

I got to the start up menu thru run command, however, I cannot select an option (i.e., hit 3 for safe mode) None of the keys respond it is like the keyboard is disabled (logitech if that matters). This a friends computer who had a friend build it for her. I think I have come to the end unless anyone has a suggestion?
 
USB???? Unfortunately you will need a NON usb keyboard to turn on the legacy USB in the BIOS to be able to use the USB keyboard during bootup.

If not USB, let us know.

Sounds like you need to map the keyboard amd make sure your drivers are correct and up to date.
