KEEPING the scaled size in Premiere 6.5?!?!?

I have been able to SCALE a video, a group of tif images, and have seen the image in the preview window under: VIDEO OPTIONS, MOTION. HOWEVER, when I select OK and try to run my video from the monitor window it has NOT changed! HOW can I get the scaling to STICK? I did render out the entire video to double check it but it is still at the original 100% scaled size, not 90% like I wanted.
