Keep Permissions when changing server 1

How can I programatically read file and folder permissions on a windows 2000 server and transfer these to a new server please .

I used xcopy /e /h /o to do this in the past although if you use AGLP for assigning permissions you'll also need something like Hyena to copy the local groups between servers.
