K7VZA will not boot

I am assembling a new PC for my sister, but am having problems with getting
the PC to POST or boot.

I have installed a ECS (Elite) K7VZA KT133A Socket A motherboard in to a new
case with a 300W power supply, and fitted an AMD Duron 750MHz processor with
a recommended fan from Coolermaster.
I have fitted a single 128mb PC133 Dimm, I have attached the floppy drive
and hard drive, and fitted an old PCI ATI Mach 64 video card (4mb).
When I switch on the PC the Bios version number is displayed followed by
"K7VZA Ver 3.2b 04/30/2001, Main processor: AMD Duron 750MHz (100x7.5)", but
the amount of memory is not displayed, the floppy drive does nothing (no
lights or noise), and the PS2 keyboard has no lights/power. At the bottom
of the screen "Press DEL to enter setup" is displayed but pressing DEL does
nothing. The system just sits there doing nothing.

Another strange quirk which may be related is that if I switch off, pause
and then on again using the front power button nothing appears on the
screen, but if I switch off and back on via the mains switch I get the
results that I have listed above.
To switch off I also need to depress the front power button for 5 seconds
(Is this a common feature)

Any help would be most appreciated.

At first glance it looks like the RAM or CPU is not seated correctly.

Try re-seating these components, and if that doesn't work, try using RAM and/or CPU from another machine that is known to work.
