Can anyone give me the url of a good PHP from the ground up, worked within ASP and SQL / access for several years but now need to learn PHP / mySql competently and quickly.

Looking at code with microsoft syntax stabbing my head so need to go straight for the roots of php.

Well, I think you're gonna love PHP!

Getting started -I really recommend that you get a book -nothing beats a good book! I used SAM's Teach Yourself PHP in 24 hrs:

Cool! SAMs also have another book that focuses on the combination PHP/MySQL. The other one I mentioned also covers MySQL - enough to get you started...

If you're going to develop on a Windows machine then go look for a ready compiled package of Apache/PHP/MySQL(/CGI).

Many of those packages on the net - I use one called FoxServ and it works really good for me. Manual installations can be a real pain and you don't wanna get stuck there when you're newbie (no offense intended)!
