Juniper VPN and 9600 R3.1 firmware

Has anyone had any success at getting the new R3.1 VPN firmware working with a Juniper VPN concentrator? We have a client who almost has it working, the tunnel gets setup, and connects, but then 30 seconds after it is setup, it gets torn down, and it sequences through the setup again.. this pattern keeps repeating.
