Java webclient

We have to connect to a website where we need a java client (1.4.2 version) to show us some images.
When I connect as a domain admin on the local computer (XP SP2) I can see the images. However when I connect as a normal domain user I get the error 'can not load java plugin'
Tried already to add the domain user to the local computer administrators group, but no result.
Anyone an idea? Can I do something with policies?
