ISDN trouble shooting

I am trying to figure out why i can't get dial tone from the cable head of the option programming the ISDN the layer 1 is down and layer 2 is RLS. Trying to get dialtone and i have changed the TN enabled and disabled the unit multiple times.

To start Loopback the ISDN to the switch and see if it runs clean, the DCH won't come up but you should be able to run without any errors

i'm having problems with getting dial tone with the phone i have dial tone on the patch cord coming from the jack but once i plug it into the phone i get nothing and i've checked all the settings and they are all correct and the firmware and or software is up to date and tried to plug another phone and changed the SPIDS and the other settings to what they are suppose to be but still got nothing
