Does anyone know if you can setup isdn backup on a cisco router ( bri )to only backup during daytime ie 9-5 etc.??

Never heard of this option. I also checked the newest IOS 12.3 and to use backup interface feature, you can backup only based on primary line failure or primary line exceeding load threshold

Yes, easily done using time based access lists (IOS 12.0 and later). Do a search on Cisco.com for time based access lists you'll find sytax help.
