ISDN setup in call forwarding

I have CM6.0
I have an ISDN trunk to Service provider.

The problem When I configure a call forward from external to Mobile in case no answer.
The calls dosen't completely forwarded and I haear silence on one way.

Please can you tell me how I can intiate a call setup before forward a call to mobile when a call come from external ?
