ISDB BRI problem

I have an ISDN BRI on a cisco 2610xm router running 12.2(13)T ios. The circuit has never been up, the router config is new. The other end of the connection has not been configured yet. I am thinking I should still be able to get a good connection to the ISDN switch showing on my end.
I am getting invalid spids on the router, I have had the TelCo verify the connection and the spids several times. According to them, everything on their end is good.I have reset interface and reinstalled spids several times along with reloading the router after each change.
I have pasted config, show isdn stat and a small sample of debug q921 and q931.
Any input on how to get this up would be appreciated.
