ISA server running at 100% CPU

My ISA server is built on a 1.1GHz processor with 2GB of memory running Windows 2000 sp2. This server supports a few hundred users, but there are typically under 50 users on it at a time. After a couple of hours from a reboot, CPU utilization goes to 95-100%. The Task Manager says that 'dllhost' is the culprit. Can anyone explain what is happening or how to fix it?
