ISA cannot browse Internet? Users Can. Why?

The ISA server cannot access the internet because there is no rule allowing it, and the explitit deny all rule is preventing it.
If you want to access the internet from your ISA server (I don't recommend it) create a rule allowing HTTP traffic from Localhose to External
