ISA 2004 : Blocking / Filtering Downloads

Currently I am blocking all downloads through GPO on my Windows 2003 Server. Due to some peoples job descriptions these people need to be able to download certain files. I would basically like to make a rule saying if people belong to a download group let them download files with *.pdf extensions etc. My question is where and how do I go about setting this up? Any examples or step by step tips would be greatly appreciated.
