is vb6 able to capture data frames

I Am wondering if VB6 is able to capture data at a frame level , arp requests for example , I don't mean using cmd then > outputing to a text file i'm after raw frame data, i'm thinking its not possible as i have never come across any posts about it but i would very much like to be proven wrong.
