Is this hotfix included in Win 2003 SP1 ?

I'm having the problem discussed in the following link and does anybody know if that fix is included in SP1 ?

I've looked in Microsoft site and in the SP1 docs but I can't find a defenitive answer.

From the look of it, it seem that it is included but I'm not 100% sure.
