I had a sem-confidential email sent to an HR person and think they may have forwarded it on. Is there any add on software or ways to see in outlook if your email was in deed forwarded.

No. Outlook doesn't send the mail to the HR people. The Exchange server does. At that point, it's out of Outlook's hands.
