Is there a terminal service compone

Not that I know of. In order to run Terminal Services on NT 4.0 you must have NT 4.0 Server TSE (Terminal Services Edition). There are several 3rd party enhancements for TSE, such as Citrix Metaframe, but I don't think there is anything that adds basic terminal services to NT 4.0 Server.

There is a product produced by a company called Graphon that allows you to run applications via a web browser - not just from Windows, but varying flavours of UNIX, including Linux (which Citrix has not ported MetaFrame to).
