I've heard some rumors that the Avaya ip400/600 is being phased out in the UK and also in the US? Anyone have any information on this? Or is it just a rumor?

Not Phased out, but renamed, the IP600 is now called a S8100 Media server with the G600 Media Gateway, same processor, same cabinet, different name, I'm not sure about the IP400 though, i'm not familiar with that box, unless it the IP Office of the new G700 with the S8300 media servers..

I think that the IP400 in your story should be IP Office 400 (or actually 401, 403, 406 or 412, wich are different versions of the box).
IP Office is not phased out, it's brand new, and only recently launched in the US (in EMEA it's been GA for half a year now). IP Office is based on the older Network Alchemy platforms (but without the problems that made NA "famous"), wich will be phased out later (but to my knowledge that has not yet happened). Maybe that's where the rumour started...

Cheers,
Nico
