Is index.dat vulnerable to cracking?

It appears that there are encrypted passwords stored in index.dat. Are these vulnerable to easy cracking? I'm sure brute force would do it eventually, but does anyone know how this stuff is encoded? I've been trying to look it up on Microsoft but can't get through to the support site.
