Technically no. A VPN is a standard that allows one network to connect to another network via the internet. A VPN creates an encrypted tunnel from one network to another. That may sound very much like citrix over https, but it is not. In Citrix you are running all programs off of the Citrix servers, thus not actually combining your network with the Citrix network. Hope that helps. If you need a more technical definition, I'm sure there are plenty of sites that discuss the fundamentals of VPN's.
