Is APIW applied to all the Windows version?

Now, I got a API tutorial stating that it provides the reference for API functions and components. The introduction says it's "APIW standard", and "it's a functional specification of the Microsoft Windows 3.1 appication programming interface."

Is it applied to all other versions of Windows?

I'm beginner and didn't start to using it yet, and using Windows XP Pro.
 
Windows 3.1? Of course, not. There were lots of (now) deprecated (or not implemented because of useless) functions, 16-bit parameters etc...
