IPSec stateful failover alternative

Is there something out there like IPSec stateful failover that doesn't rely on HSRP? We have GRE tunnels (on 1760's), secured w/ IPSec, out to customer locations that we would like to be able to failover to a backup gateway at a DR site. So, the primary and backup VPN gateway (3845's) are seperated by a WAN link (DS3) and from what I read that breaks IPSec stateful failover.
