IPP Printing

I have a W2k domain controller where I have created several printer queues. I want clients (2000 and XP Pro) to be able to print via IPP. When I open the correct URL I see and can manage all of the printers just fine. The problem is the "connect" hyperlink that is suppose to appear beneath the Printer Action heading is not there. I have enabled Web printing in the Group Policy, IIS is setup correctly etc.
If I try to manually use the "Add Printer" wizard, when I type in the URL I get and error saying the printer cannot be accessed and asks me to log on to it. No matter what user I choose I can't log on (even the administrator doesn't work).

Any help would be appreciated.
