So the client has IPO v2
They want to run IPOCC with call recording
the IPOCC will handle voice, email and maybe chat

Will I need an addtional server or can i run One-x Portal, Voicemail Pro, Contact Store and IPOCC on the same server

IPOCC runs on its own server. Either Avaya supplied or on a VM customer supplied.
