IPO SOE upgrade to 4.2.20

Hi all, I upgraded an IPO SOE from 4.2.11 to 4.2.20.
After the upgrade the 16xx sets now reboot every couple
of minutes.
What do I need to do to stop this. The phones were also firware upgraded to b10483.
