IPO Server Ed. 9.1.3 Analog ext eliminate 9

I have an IPO server edition with SIP trunks in a small hospital. I will have about 450 analogs in patient rooms. I want to eliminate the dial 9. If I create a User Right with a N;/Dial/9N/ARS short code. I can dial out OK but if the number matches an extension it will process the call as soon as the fourth digit is placed. I can manipulate the short code to dial out ok but then the extension will not give dial tone. The old folks are freaked out by that. I tried XXXXXXX. Any help would be appreciated.
 
Make the User Short Code N / Dial / N / ARS route, the ARS route adds the 9 or whatever is needed to send to the Primary and out on the SIP. Set a Dial Delay Time of 3 or 4 seconds on the System>Telephony tab, Dial Delay Count can stay at 0. This will no longer match extension numbers
 
If I do that I need to enter 9 to dial out and it still dials extensions.
 
You'll need to put the Dial Delay Count to 30, you can come around that depending on the dialplan but that's the easy way.

Okay, just tested this. As long as they never need to dial ext to ext (though you could probably build it in the ARS if you wanted to) Create a User short code ?D/ (nothing) /Dial/ARS number. This will send them directly to the ARS designed for them to dial out, and provide secondary dial tone as long as you check the little box.

That's hot-dialing, if that's what you want then it's that easy. Or do you wanna remove the need for prefix completely ?
