IPO- line pools?

I'm a Nortel vet installing my first IPO 500V2.
Scenario: church with school- church has 4 POTS 701- 704 and school has 3 POTS 705- 707.
When the school picks up to dial 9 for out, they are using the church lines. Is there such a thing as a line pool and line pool access in the IPO? If yes, where do I look for it? How do I build/ create this. The customer does not want the lines to interfere between the church/ school.

set the outgoing group id for each pots line to a specific id ie church id 10 school id 11, and set the default to dial out on 10, and the school extensions to dial out on 12 using either individual shortcodes or user rights.

I don't see where to assign an ext a dial out group,what am I missing?

Each analog line has a setting for Incoming Group and another for Outgoing Group. Default for both is 0. Take the lines for the School and make them 1 in and 1 out. Copy and paste the Main ARS, call it School ARS, and change the line group for each entry to 1. For the school extensions, go to the User, Shortcodes, add 9N, Dial, N, 51 (the School ARS table)

Now the Church extensions dialing 9 and an outside number will use the Main ARS which uses line group 0, while the School extensions dialing 9 and an outside number will use the School ARS which uses line group 1.
 
Why use a phone system? Surely god can route all calls to the correct destination? Oh wait....
