IPO CCR 1.2.5.1 login error

IPO 6.0.14 CCR 1.2.5.1 on server2003.
Customer moved both the IPO and CCR server to new UPS. since then they get following errors

The specified account cannot currently be licensed. System licenses are: Wallboard (0)

I verified all licenses are vailid.
Checked the connection in CCR for IPO that is good.
I restarted all the CCR Services.

I can log in as the Administrator.

I checked other threads from here and I think I may need to reboot the IP office and CCR server.

If there are any ideas I would appreciate them..

Reboot the server and it is gone.

Just afollow up.. Customer rebooted server and all is well

Make a batch file with this in it.
This will help most of the times and is a lot quicker then a reboot.

Echo IIS will have a reset now.
