What are the limits as far as users and mailboxes?

Each system has its own limits but the total for 4.2 is 500 users in the entire network or 16 locations whichever you reach first.

We have quite a few clients with 20+ sites all with 10-15 phones but they want local dial tone.

I do agree that I would have concentrated on upgrading the 500 user limit before the 16 site limit myself.
