IP406 SCN with SOE no ring tone when calling outbound

My friend has a SCN set up between a 406 in the main office and a SOE.
The problem is that they do not hear the phone ring when they place an outbound call. The person on the other end just seems to pick up without any ring tone on the caller's phone. I'm kinda stumped on this one.

Thanks for any help.

The issue is on the SOE unit.
