IP400 Module

I have an IP400 Digital Station Module. It has a VCM 30 inside of it. I want to be able to plug in 46XX series IP phones to this and have them work with dial tone and be able to dial extensions.
I don't need it to work on a network I really just want to do internal testing with it. Is that possible or do I need a control unit?
