IP Office 500V1 SCN 8.1.79 Fax / analog port integration between two sites on IPO 1

I am embarrassed to ask this question, but I am having an issue setting up integration with analog ports between two IPO systems. This client had another location they closed and had an extra IPO phone system. They are in the middle of constructing two new buildings that will be physical connected that are across the street with no current physical connection between them. These two current sites are linked by a wireless bridge and the phones work perfectly on the original phone system. My local system is on a PRI for service and the remote system is only going to be used for the analog ports for fax and credit card machines and the trunk ports for paging in that building.

Since I had the unused phone system, I wanted to use the analog ports on the formerly unused system at the site across the street temporarily while the second building is being constructed that will be physically linked in the future. Typically I would just use an ATA to perform this function, but the client would like to use their unused phone system rather than purchasing four ATAs and four licenses. The SCN integration works fine and I can dial four digit extensions from system to system from the analog port and from the phones to the port and vice versa. I have the SCN line group of 17 set for the outgoing line on all of the ARS entries. However, when I try to dial outside of the phone system from the analog port on the remote system it won't dial out. I have tested both 7 digit dialing and 10 digit dialing.

I don't understand what I'm missing to get this working...and as I said I'm embarrassed to ask since I bet it's something simple. However, since I have a lot of IPO systems using SCN this is a feature that I'm sure I would like to use in the future as well and I thought I'd bite the bullet and ask.

My next question after I get this working, is how would I get the call coming in on the PRI of the local system to go to the analog ports on the remote system for incoming faxes. The incoming call route doesn't seem to allow functionality between the SCN systems.

If SCN is up and running then just set the station number of the remote site as the destination in ICR.
A warning is at its place here, faxing is allowed but only if you enable "Fax Transport" on the SCN trunks.
Maximum speed for faxes is 14400 baud, modem traffic will not work or maybe if you use the G711 codec, nothing is guaranteed.

For the remote system to dial out over the PRI then in the remote system set the outdoing ID of the ARS shortcode to the outgoing ID of the IP Trunk (can not be 0) and in the shortcode list of the SCN trunk were the PRI reside add a shortcode like sc=? tn=. lineID=Line ID of the PRI feature=Dial.
