IP Office 406 and Comcast

I have a Customer with an Avaya IP Office 406 3.1. The system has all default parameters. They have three Comcast lines attached to the system and 5 digital phones. Plan old telephone lines attached to the system. They pick up the handset, dial 9, and then the number. 90%+ of the time the display shows number busy, sometimes it shows number busy then shows dial then shows connect. Sometime it connects sometimes it just sits there and does nothing. The rest of the time you get a busy. The number called does not seem to make a difference.
When you dial out on an analog phone or a butt set you get through 100% of the time on the first try. Do not know what parameters to change of check. Tried Monitor, but could not discern any real differences in a complete call versus a failed call except for the failure indicator. They have 6416+ phones on the system, one 4 line analog card, and 8 digital ports, and 8 lan ports.
Any suggestions would be appreciated.

I am not an expert in this area, but I will try to help.
I assume that you have a Comcast box (Arris?) with the cable wire going in, and analogue lines coming out, going into an ATM4 on the IPO.
I've had different issues with Comcast lines on an IPO500V2. I'm not familiar with the IPO 406, but you may want to try the following:
1) Make sure the tip and ring are correctly wired for each of the analogue lines coming from the Comcast box to the IPO.
2) In System Manager, under Lines, check the Analogue Options for each of the lines. If you have an option for "Automatic Impedance Balance Match", run it for all of the lines (run it for line 1, and you should be prompted to run it for the other lines). If you don't have that option, try a different impedance setting (in my area, IPO required an impedance setting of 600 to work with the Comcast lines). I have also found that I needed to change the Disconnect Clear to 750ms.

Use your butt set to monitor the line between the IPO and Comcast EMTA when the call goes out. Are all of the digits going out? Should they be longer in length? Does Comcast prefer 10 digits on local calls instead of 7?

Update,
Had a chance to get by the site today. Impedance was set at default, I reset to 600 and also increased disconnect time to 750 as suggested. After reboot, was able to make calls without failure so far. Calls go through slowly, but that seems to be Comcast. I put on butt sett and digits are being output quickly, but it takes a long time to get connected, but at least we are getting connected.
