Suppose:

Person A, at work on his PC, logged on to the internet with modem or proxy.

Person B, other location, sees Person A's IP number.

Is it possible for person B, to hack into the PC of person A?

Not just by seeing his IP address. Not to mention if A is going through a Proxy Server, Person B will see the Proxy Server IP. Also if Person A is getting NATed then they have a internal IP address so it is not even internet routeable.

Now if Person B detrimines Person A's IP address and Person A is running IIS then I make no guaruntees. Anyone say Code Red? Wushutwist
