I prefer static IP addressing for base stations. It's not so complicated. You have to use ADM_Configurator_1_1_3.jar application. First you have to find base station. Write MAC address of base station in field MAC IP Address and press List configuration. When BS is found you will see current configuration. After that, check Yes on Use local configuration and fill all fields (Ip address, tftp server, ADMM....). If you need additonal parameters like VLAN, router address, just clik on Add parameter button and select what do you need. When your finished click on Send configuration and pray 
For more base stations repeat above steps.
Currently, BPs don't have access to website to create licenese . If you are in EMEA, send email with Serial number, MACs and PARK number to emeaprovisionATavaya.com.
