ip address confusion VPN

We set up a VPN to a client at a public IP Address:
66.###.###.###

When we log in to VPN, we can then run PCAnywhere locally and attach their PCAnywhere at 10.0.0.7.

However, my VPN ip address is at 169.###.###.###.

If I scan for PCAnywhere hosts, the client at 10.0.0.7 shows up as a 169.###.###.###.

Is this a DHCP problem with the router? (We do not have direct access to this router).

When using ipconfig command on a VPN (server or client), you may get PPP adapter RAS Server (Dial In) Interface; IP Address - 169.x.x.x; Subnet Mask - 255.255.255.255. This is because your VPN server doesn't have DHCP to assign IP so that the the VPN server uses APIPA to provides an address like 169.x.x.x.
