IP 500V2 7.0(23) ARS help?

I have a business that I am setting up that has 3 tenants with 3 seperate line groups. I have built 2 system short codes(8N&7N) emulating the 9N short code. I have pointed to new ARS tables that I have built as well as the correct line id. I built 2 new ARS tables emulating 50 main. Everything works as programmed. Here is my ? They have phones within each tenant that they want to only allow local calls. So I built 3 more ARS tables with everything barred except XN and emergency. Within the users short code list I built 9N 8N or 7N depending on tenant to access new restricted ARS tables. When I try to dial the local 7 digit number nothing happens. If I try to dial long distance shows barred. Any help would be appreciated. Thanks!
 
Change that ars to only match 7 digit dialing and emergency.
 
Tried that and had same result. I changed XN to XXXXXXXN
 
Don't use XXXXXXN, only use XXXXXXX. With that N there, it will accept more digits.

You need 1N/Barred and XXXXXXX (7 X's) to Dial, plus 911.
Make sure local dialing works with only 7 digits. Some place need 10 even though its "local".
