IP 500 and possible codec issues

I am having issues with users at 1 site for H323 call quality. When a user from site B call me(site A via scn) on my 5410 the call is great..clear...no fuzz not breaking up. However when the same user calls a user with the same set type here in site A they say the quality on site As end is poor.Voice quaility is poor and sometimes the call breaks up. they say its like the caller from site B is on a cell phone and goes through a tunnel for a few seconds. I monitored the calls and noticed that when the caller from site b calls site A the codec is G711a, but when the user from site A calls site b the codec is G729a. Could this be my issues???
Can anyone advise me where to start troubleshooting this?

IP 500 running at v8.0(46)
55 5610sw sets and 200 5410 sets
Codecs
G729(a) 8k CS-acelp
G711 alaw 64k
G711 ulaw 64k
G723.1 6k3 mp-mlq

site B
IP 500 running at v8.0(46)
10 5610sw

Use one or perhaps two codecs.
G.711 is better (not compressed) but uses more bandwidth.
G.729 is compressed and sounds a bit as if you are in a tin can.

it also depends what codec your IP trunk uses, IP phone to digital uses the IP trunk and that means that your systems talk to each other.
g729 sounds like crap so I would go for g711 as tlpeter said

IP phone to IP phone can use direct media path and maybe there is a problem with delay or other affecting factors.
Take 2 users as guinea pigs and have them make a call, if voice is no good take direct media path off their extensions and try again, if that works better then you know that the network setup is not complimenting the IP to IP connection. You cna do a network assessment and see what the problem is or do a lot of changes in the hopes that you will find it but the changes will be then on the network side no longer on the IPO

Always default everything to G711 ULAW and remove the rest of the codecs from the default list unless there are issues. That's always been my rule of thumb...
