IOS not loading from flash in 2500.

When installed flash in similar model, it did load IOS. I everytime have to load IOS through TFTP. what could be the problem.

Try to force it to start with flash setting the command :

boot system flash IOS_NAME
boot system tftp IOS_FILE host_ip<<---if fails(check console msgs)

Do you mean you load image on flash in one router and then transfer flash to another router?? If this is what you are doing, this doesn't work well with some 2500's... For some odd reason, it seems that you need 2500's with similar mixes of interfaces to be able to do this successfully...
