can i make invoice for no stock item or negative quantity

Yes to non-stock items
No to negative quantity, that's a credit note.

ok is that means if i have 0 qty stock i can make an invoice for 10 cartons and the sys not allowed make an invoice for -1 oty ???
some item here show the qty -3, -4, -etc???
how its come

That means you shipped more than you had. Your IC options are set to allow negative inventory.

You're still not making any sense. If the serial numbers were missed, then somebody didn't enter them. Duh.
